I think in the late 60s, there was much trouble in Asia with Vietnam for exampleso a Chinese villian would have been fitting for the times. I can't think who it mighthave been based on ( if anyone).

Hmm, the paperback of CS came out after the film of YOLT so maybe...? And doesn't the reflection of Bond look mighty like a shertain Shcottish shupershtar but in DAF- a good few years later?
